The Manifest is a list including the whole cargo on board and when the vessel calls at the first Spanish port, the Manifest must be presented at spanish customs and this, successively, at every following Spanish Port.

Every Cargo Manifest for every Spanish port must be in hands of the first Spanish port before the vessel's arrival so that he can present those documents (including any alterations which may occur and which have to be cabled immediately to agent at the first port) with a minimum of 24 hours before the ship's arrival, otherwise, the vessel will be severely fined.
